If you have installed Gimp before in your Ubuntu system, you need not to install again, you have to update it otherwise you have to install.

Update Gimp 2.8 to Gimp 2.9

Step-1: Open Terminal from your keyboard Ctrl + Alt + T
Step-2: Paste the following command and hit Enter to run.
sudo apt update; sudo apt dist-upgrade
Step-3: Now enter your system password and hit Enter to permit.
After checking update available you will be asked to continue. Type Y and hit Enter.

Install the Latest Gimp 2.9

To install follow the instructions.
Step-1: Open Terminal from your keyboard Ctrl + Alt + T
Step-2: Add Gimp repository. To do run the following command.
sudo add-apt-repository ppa:otto-kesselgulasch/gimp
Step-3: Update the available. To do run the following command.
sudo apt-get update
Step-4: Install Gimp. Run the following command.
sudo apt-get install gimp
